O Projecto

A dimensão atlântica e global é uma marca distintiva de Portugal e dos portugueses e o mar é uma dimensão necessária do nosso futuro coletivo.

É por isso que chamamos a comunidade científica e as empresas nacionais a juntarem-se num projeto ambicioso, que combina exploração com ciência, contexto nacional e afirmação global, responsabilidade ambiental e inovação tecnológica.

A mudança climática que tem sido observada no Ártico aponta para que “Passagem do Nordeste” esteja aberta em 2020, e a “Passagem do Noroeste” em 2050. Esta mudança trará oportunidades e modificações profundas nas rotas comerciais, na economia do mar a uma escala global e colocará grandes pressões ambientais numa região crítica do sistema terrestre. Será seguramente uma das marcas de uma nova Terra que a mudança climática vai criar no século XXI.

Propomo-nos executar um programa científico multidisciplinar arrojado, centrado no oceano, na ciência polar e na mudança climática, reunindo à volta de um mesmo projeto equipas de excelência das ciências e da engenharia.

O projeto inicia-se com a construção de uma nova embarcação à vela de investigação com capacidade de navegação nas regiões polares e lança-se para a projeção mundial refazendo a viagem atribuída a David Melgueiro em 1660 pela “Passagem do Nordeste”. Finalmente propomo-nos utilizar esta oportunidade e todas as outras que se seguirão para promover a ciência e a economia portuguesa no mundo, combinando inovação e sustentabilidade.

The Project

The climat change that has been observed in the Arctic indicates that the “Northeast Passage” (also called the Northern Sea Route) would be open in 2020, and the “Northwest Passage” in 2050. This change will bring huge opportunities; it will profoundly alter the trading routes in the sea economy at a global scale and will place a region that is critical to the earth system, under great environmental pressure. These are some of the characteristics of the new Earth that climate change will certainly create in the XXIe century.

The need to understand the climate evolution, and to anticipate the effects of the global warming on the planet and the populations, can’t but strengthen our conviction that the sea will continue to play a key role in our collective future.

The sciences of the Sea and the Industry related to the Sea have been subject of great political concern at national and European level. They are considered to offer promising development perspectives, in particular with regard to their potential in the sector of transportation, food and nutrition, energy, new sea resources and applications a. o. marine biotechnology and subaquatic technologies.

Since the economical crisis had an immediate overall social impact, with a constantly raising unemployment rate, this sector of activities is said to potentially be a way to solve this situation, by absorbing the excess of workforce from other sectors and thus contributing to the settling of populations and to regional development.

In Portugal a study about the Public Policy of the Sea, realized under the aegis of the Lisbon’ Academy for Sciences, the Calouste Gulbenkian Foundation and the Lisbon Oceanarium, showed the progress made in the area of Research in Marine Sciences and Technologies, reflected in the growing number of research entities and the increase of PhD and international publications of scientific papers.

Beyond the commitment and international recogni-tion of the Portuguese scientists, these indicators shows a whole nation’s awareness that, how important the role of the Atlantic Ocean and the Sea in general ever was in Portuguese history, it will significantly grow, the more Portugal is about to become the country with one of the largest continental platforms, if the project to extend it were approved.

These are in a nutshell why this Portuguese project calls upon the scientific community and the enterprises, of Portugal and Europe, to join in an ambitious programme combining exploration and science, environmental sustainability and technological innovation. A multidisciplinary project, focused on the ocean, polar sciences and climate change, with scientific and engineering excellence teams.
